Most often yes, but not always. A zebra crossing can, for example, be combined with a cycle crossing. Other options include crossings with a central pedestrian refuge island, adapting the traffic light system to full green phases, and more.
We encourage road authorities to always look at the broader picture. In many cases, a zebra crossing alone may not be the most suitable solution to improve safety. Alternatives such as reducing speed, adapting infrastructure more broadly, and/or increasing enforcement at the location may be more effective.
